Is There a Draft Jowers Movement?

Based on Paul Rolly's article this week, it appears that Kirk Jowers is poised to jump into the 2010 Governor's race. Kirk is bright, young, intelligent and very well connected -- but he is also a completely unknown quantity to the delegates. He is rumored to be courting Josh Romney to be his running mate.
What intrigued me about the article is that it said Jowers is being encouraged "in some Republican circles" to challenge Herbert next year. Really? Which circles?
