Ethics Reform Rebuttal

(Note: Recently Utah Policy published an analysis by Rep. Lorie Fowlke regarding the ethics reform proposal put forward by Utahns for Ethical Government. UEG asked Utah Policy to publish the following rebuttal, and in the interests of fairness, we do so.)
