News Analysis: Will Citizen Initiatives be Approved by Voters? Maybe Not

Legislative ethics, campaign finance and redistricting are all going to be red hot political topics over the next several months.

Promoters of two citizen initiatives will be out gathering signatures to force new ethics requirements on state legislators, and establish a redistricting commission to draw new political boundaries.

Conventional wisdom says these measures will be approved by voters. But hold on a minute. Despite superficial public support, it's way too early to predict these citizen-drafted proposals will be approved by voters in November 2010. ...
