Mayor Jackie Biskupski has appointed education and law expert Angela Doan as her choice for Senior Advisor for Education.
Angela has extensive experience in education and law, most notably her time teaching in the Salt Lake City School District. For four years, Angela taught at Edison Elementary under a Title I school improvement grant, where she led the fourth-grade class as team leader.
“Salt Lake City is my hometown and home school district,” said Angela Doan. “While I was teaching, I clearly saw gaps between laws and policies and what was actually happening in classrooms, and I could not be more excited to use my skills to support my community.”
“Education is at the core of our efforts to create opportunity, equity, and hope in Salt Lake City,” said Mayor Biskupski. “Our bottom line is to empower Salt Lake City kids to be academically successful, and I am confident that Angela’s expertise will help us do just that.”
Mayor Biskupski has made education a priority for her administration, focusing on early childhood education, dismantling the school-to-prison-pipeline, and ensuring that Salt Lake City’s diverse student population is well-served in a safe and world-class educational system. As Senior Advisor for Education, Angela will focus heavily on these areas.
“While Salt Lake City schools are incredibly diverse, we know that the school-to-prison-pipeline disproportionally affects marginalized groups and students who face abuse, poverty, learning disabilities, and more,” said Angela Doan. “We need to address the real issues students are facing – at home or in the classroom – and empower them to succeed in their own way.”

Angela previously worked for the U.S. Department of Civil Rights, Massachusetts Advocates for Children, and the New England Innocence Project. She received her bachelor’s degree in elementary education from the University of Utah, her master’s degree in educational leadership from Boston College, and her J.D. from Boston College Law School.
Angela currently lives in the Glendale area.
