Utah Governor Gary Herbert, Utah legislators, Utah refugee community leaders, and members of the Refugee Justice League celebrate the unanimous passage and signing of House Bill 189, Driver License Exam Revisions.
Previously, refugees in Utah were not allowed to use an interpreter when renewing their driver license. For most refugees, four years was not enough time to become sufficiently proficient in written English to take and pass a written renewal exam. Refugees who drove in their home countries and who would be able to pass the exam easily in their native language consequently faced an enormous barrier to achieve economic independence when unable to drive in Utah.
Representative Carol Spackman Moss (D – District 37) and Senator Curtis S. Bramble (R – District 16) sponsored the bipartisan legislation during the 2018 Legislative Session. HB189 will allow refugees to take the Utah driver license exam in their native language. And, in addition, take the written portion of the renewal exam with the help of an interpreter. The legislation also extends the term of Utah driver licenses issued to refugees. HB189 passed both the Utah House and Senate unanimously.
