Bob Bernick's Notebook: Citizen Initiative Could Drastically Change Utah's Political Landscape
Utahns are on the verge of an interesting experience in self-government – the citizen initiative petition. As the young United States grew to the West, more and more the independent-minded white settlers and studiers of government saw that even in a democracy, sometimes those in power can’t be completely trusted.
