The Utah State Board of Education (USBE) is pleased to announce that Elisse Newey has been named as its deputy superintendent of policy. Deputy Newey replaces Angela Stallings, the former deputy superintendent of policy, who stepped down in October to accept a position with the Utah System of Higher Education. Previously, Deputy Newey had been serving as a policy advisor at USBE.
Deputy Newey’s background in education and policy is extensive. She earned her juris doctorate from Brigham Young University (BYU) in 2018. While at BYU, Deputy Newey served as a law clerk with the Office of the General Counsel, and as editor-in-chief of the Education & Law Journal. Deputy Newey also earned a Ph.D. in Educational Inquiry, Measurement, and Evaluation from BYU in 2023. Deputy Newey has served as an educator in Austin, Texas, a visiting instructor at the University of Texas at Austin, and as corps member for Teach for America.

Her contributions will be instrumental in advancing our mission and vision for public education in Utah.
The deputy superintendent of policy is a crucial role that assists and advises the state superintendent, facilitates USBE’s external policy development, and supports the Board’s and the state superintendent’s advocacy for public education policy and funding requests with the Utah State Legislature.
