Rep. Craig Hall Discusses Campaign Finance and ‘Revenge Porn’ (Video)

Rep. Craig Hall (R-West Valley) says the opening-day speech by House Speaker Becky Lockhart didn’t raise tensions between the Legislature and the governor’s office in the first week of the 2014 session.

“She, as speaker, has the prerogative to say whatever she would like,” said Hall. “Her comments were what she truly believed.”

Utah lawmakers are facing a record number of bills this year. Legislative attorneys are working overtime to deal with the crush of legislation. Hall says he hopes issues like campaign finance reform don’t get lost during the 45-day session.

Hall talks about HB 246, which provides a criminal penalty for candidates who do not disclose campaign donations within 30 days. Hall says he brought the bill not because of the John Swallow scandal, but because the state requires that disclosure but did not have a penalty for failure to do so.

Hall is also sponsoring HB 65, which is a so-called “revenge porn” bill. He talks about how difficult it is for lawmakers to to keep up with rapidly changing technology.
