As finance chairman, Sen. Orrin Hatch plans to chip away at Obamacare “piece by piece,” perhaps through the use of the budget reconciliation process.

Senate Finance Chairman Orrin Hatch vowed Tuesday to chip away at Obamacare “piece by piece,” saying he hasn’t ruled out the use of a powerful, yet complex, budget process to seriously dent the law.
Mr. Hatch, Utah Republican, acknowledged that some lawmakers are eyeing the process, known as budget reconciliation, for his other top priority as chairman of the finance panel — tax reform.
In a speech to the U.S. Chamber of Commerce, he said the tool should be on the table for either use.
“The stakes are just too high to limit ourselves like that,” he said in remarks as prepared for delivery.
