The Utah State Office of Education has identified Title I Priority, Focus, and Reward Schools for the 2015-2016 School Year.
These determinations were made in accordance with the accountability provisions under the Elementary and Secondary Education Act of 1965 (ESEA) Flexibility Waiver approved by the U.S. Department of Education. The Title I accountability system for Utah utilizes results from the State Federal Accountability Reporting System (SFAR) to identify both low-performing and high-performing Title I schools. The two-year averages for the 2014 and 2015 SAGE results were used to make these determinations. For the 2015-2016 School year, 326 schools in Utah receive Title I funds.
Priority Schools
Under the approved ESEA Flexibility Waiver, USOE is to identify the lowest-performing 5% of Title I schools as Title I Priority Schools. These schools are required to implement turn-around strategies to improve student achievement. USOE is to identify 16 Title I schools as Priority Schools. Title I schools named as Utah’s Title I Priority Schools are listed below. Title I Priority Schools are eligible for both competitive School Improvement Grants (SIG) and non-competitive Title I School Improvement Grants.

Focus Schools
Under the approved ESEA Flexibility Waiver, USOE is to identify the next lowest-performing 10% of Title I schools as Title I Focus Schools. In addition, the ESEA Flexibility Waiver requires states to identify as Focus Schools any Title I high school with a 2-year average graduation rate less than 60%. Focus schools are required to implement Utah’s Title I School Improvement process to improve student achievement. Title I Focus Schools are eligible for both competitive School Improvement Grants (SIG) and non-competitive Title I School Improvement Grants. Utah at a minimum was to identify a total of 32 Title I Focus Schools, but will be serving 36 Title I Focus Schools; they are:
