The Point of the Mountain Development Commission has selected a team led by Envision Utah to direct regional planning and determine the future of the geographic area converging between Salt Lake and Utah Counties.
Last week, the PMDC approved the recommendation provided by an independent evaluation committee comprised of planning experts and stakeholders. Assisting Envision Utah is a team comprised of Fehr & Peers, Fregonese Associates, HOK Design, Horrocks Engineers, RCLCO Real Estate Advisors, Sherwood Design, SWCA Environmental Consultants, Zions Public Finance.
“Based on the comprehensive evaluation criteria, Envision Utah has the best local knowledge and national expertise to serve this intricate process,” said Rep. Brad Wilson, commission co-chair. “We received a number of bids from skilled development firms and utilized a sub-committee to find the right fit for Utah.”
The commission participated in an official state bidding process for the consulting partner which included the creation of a sub-committee to evaluate responses from both local and national firms.
“While reviewing each proposal, the sub-committee was mindful of Utah residents’ best interests,” said Draper City Mayor Troy Walker, a member of the evaluation committee. “Every responder had broad national experience, and some even had international experience. It was important for us to find a sophisticated partner that is truly invested in improving our communities.”
The sub-committee reviewed six initial responses to ensure the bidders met set criteria. Following this, the sub-committee reviewed written proposals for additional qualifications, narrowing to three for oral presentations and interviews. Scoring took into account each firm’s expertise, depth of understanding and quality of proposals for the project. At the conclusion of the vetting process, the sub-committee selected Envision Utah as their official recommendation to the PMDC.
“We look forward to partnering with Envision Utah on the next phase of the process,” said Chris Conabee, commission co-chair and member of the Governor’s Office of Economic Development Board. “Careful, collaborative planning will secure the future success of the Point of the Mountain and the state as a whole.”
The project will move forward in three phases. The first phase is primarily research, examining similar projects in other locations, identifying best practices and examining all relevant demographic, employment, real estate and infrastructure data. The second and third phases include collaborative planning and exploring financial options and resources for the development.
The PMDC was created during the 2016 Legislative Session by H.B. 318, sponsored by Rep. Brad Wilson and Sen. Jerry Stevenson. The commission is a unique entity comprised of local officials, private sector representatives, and state officials from both the legislative and executive branches. It is tasked with providing recommendations on infrastructure planning and financing tools. The PMDC is expected to deliver a report to the legislature and Gov. Gary R. Herbert before the end of the year.
