New committee assignments out in the Utah House

 

House Speaker Brad Wilson released his list of committee assignments for 2021 with the following statement: 

“The time-tested committee system is essential to the legislative process that enables the best policy and budget ideas to be considered by the full body of the House. I am confident the committee chairs will provide strong leadership and ensure each bill and every budget item receive the consideration they merit as we address the challenges and opportunities before us.”

As with every election cycle, there has been turnover of House members, and some additional shuffling of committee make-up, while some committees kept the same leadership team.

The powerful House Rules Chair remains Tim Hawkes, with Robert Spendlove staying on as vice-chair. The Rules committee is the body that decides which subcommittee legislative bills get assigned to, when those bills are released to the subcommittees and in some cases, if the bills will be released at all. The leadership team of executive appropriations also remains the same, with Brad Last as chair and Jeff Moss as vice-chair. 

A number of committees kept the chair but changed vice-chairs. Natural Resources, Agriculture and Environment keeps the same chair – Keven Stratton – and adds Casey Snider as the vice-chair and the Public Utilities and Technology committee keeps chair Carl Albrecht and adds Rex Shipp as vice-chair. Judiciary keeps Karianne Lisonbee as chair and adds Jon Hawkins as the vice-chair and Transportation keeps Kay Christofferson as chair and adds Mike Winder as vice-chair. The Revenue and Taxation committee keeps Robert Spendlove as chair and adds Adam Robertson as vice-chair.

The House Business and Labor Committee has new leadership, with Joel Ferry and Walt Brooks taking over as chair and vice-chair. They are replacing Jim Dunnigan and Corey Maloy, who both remain members of the committee. Rep. Maloy will become the new chair of Government Operations and Rep. Dunnigan becomes the new chair of Political Subdivisions. 

The Law Enforcement and Criminal Justice committee welcomes Ryan Wilcox as the chair and Jeff Burton as vice-chair. Interesting tidbits about these “freshman” legislators: Wilcox was formerly a House member from 2009-2014, then served as Senior Policy Advisor and Northern Utah Director for Senator Mike Lee until returning to the private sector in 2018. Burton is a retired general in the Utah National Guard and led Utah’s coronavirus response for a number of months earlier this year. 

Health and Human Services has new leadership as well: Merrill Nelson as chair and Candice Perucci as vice-chair, while Economic Development and Workforce Services welcome a new leadership team of Steve Handy and Jeff Stenquist
