With Provo at a pivotal point in its growth, former Utah State Representative and longtime community leader Marsha Judkins has officially filed to run for Mayor of Provo. Judkins—an applied mathematics instructor in the Mathematical and Quantitative Reasoning Department at Utah Valley University—is running on a platform of transparent government, responsible planning, and genuine community engagement.
A 40-year Provo resident, Judkins is deeply rooted in local service. Finding ways to serve even while raising seven children, Judkins’ community involvement in local issues includes service with the Provo Neighborhood Program, the PTA, the Provo School Board, the Refuge domestic violence shelter, and the Utah Legislature. As a legislator, Judkins earned a reputation as a coalition builder—bringing together diverse stakeholders and bipartisan support for improvements to water infrastructure, public health, education, and housing.
“Strong communities are built locally,” says Judkins. “This campaign is about making sure every voice in Provo is heard and valued—from all parts of our city. We need to bring everyone to the table and craft a proactive citywide plan to anticipate Provo’s needs before they become crises and elevate Provo as a blueprint for success across the state. “Most of my proudest work isn’t flashy,” says Judkins. “What matters most to me is creating a government that runs smoothly and allows residents to live their lives successfully and without unnecessary government barriers.”
Despite the self-described “unglamorous” nature of her work, Judkins’ leadership has been recognized across Utah for its pragmatic approach to creating real-world solutions.Her awards include being honored as Family Medicine Champion of the Year by the Utah Academy of Family Physicians, receiving the Executive Director’s Award for Public Health Leadership from the Utah Public Health Association, and being named Champion of Utah Education by Education First Utah. The Utah Housing Coalition has acknowledged her as Housing Leader on the Hill, and the Utah Association of Local Boards of Health recognized her with their Outstanding Contribution and Support by an Elected State Official award. She also received recognition from the Utah Public Employees Association for her support of public employees, and is annually acknowledged by the Utah Valley Chamber of Commerce.
Throughout her career, Judkins has built a reputation for being hands-on: answering emails, attending community events, and advocating tirelessly for her constituents. Whether negotiating a key legislative bill or chatting with neighbors at the farmers market, she practices what she calls “accessible leadership.”
Judkins says Provo has made impressive strides—but too often these strides benefit only pockets of the city. “We’ve seen incredible growth and innovation,” she noted. “But many parts of Provo feel left behind. I’m running for mayor to bring us together—to build one Provo, not just a patchwork of disconnected projects.”
Her campaign emphasizes smart infrastructure investment and innovation—backed by a budget approach that prioritizes long-term value. “We need a vision of how we want Provo to be in 20 years,” she said. “That means every decision should benefit residents today and in the future.”
Judkins plans to update Provo’s master plan to better reflect modern challenges and community values. Her vision includes responsible development that preserves neighborhood character, supports local businesses, and improves quality of life.
She has pledged to streamline city services—from modernizing permitting systems to reducing bureaucratic delays—making life easier for residents, small businesses, and families. “City government shouldn’t make life harder,” Judkins said. “It should make things easier—whether you’re starting a business, fixing a sidewalk, or building a future here.”
