The Utah Taxpayers Association today released its 2026 Legislative Scorecard, recognizing lawmakers who consistently stood up for Utah taxpayers during this year’s General Session of the Utah Legislature.
Each year, the Association evaluates legislators based on their votes on key tax and fiscal policy issues. In 2026, the Association tracked 53 bills, selecting 10 critical votes to score lawmakers on their alignment with pro-taxpayer principles.
Legislators who voted with the Association at least 85% of the time earned the designation of “Friend of the Taxpayer.”
This year, 34 members of the Utah Legislature earned the “Friend of the Taxpayer” award. They are listed below.

“The Legislative Scorecard is about accountability,” said Billy Hesterman, president of the Utah Taxpayers Association. “Taxpayers deserve to know how their elected officials vote on issues that directly impact their wallets.”
The 2026 scorecard reflects votes on a range of issues, including income tax reductions, property tax transparency, gas tax relief, and proposals to increase taxes, ensuring a comprehensive look at lawmakers’ fiscal priorities.
The Association actively engaged on each of the scored bills throughout the session—testifying in committee hearings, meeting with lawmakers, and providing policy analysis.
