Treasurer Oaks appoints Liz Mumford as Director of the Land Trusts Protection and Advocacy Office

Utah Treasurer Marlo M. Oaks and the Land Trusts Protection and Advocacy Committee today announced the appointment of Liz Mumford as director of the Land Trusts Protection and Advocacy Office.

“Liz has demonstrated strong leadership and a clear understanding of the Trust System and the responsibility it carries,” Treasurer Oaks said. “She brings proven experience within the office and is well prepared to continue delivering strong outcomes for Utah’s students and other institutional beneficiaries.”

Mumford currently serves as program manager for the Advocacy Office. In that capacity, she has helped advance the office’s operational and strategic work, including stakeholder engagement, internal process development, and strengthening coordination across agencies. She has also played a key role in preparing the office for the implementation of S.B. 43.

“Liz has demonstrated the leadership, judgment, and beneficiary-focused perspective this role demands. As program manager, she coordinated the work of the legislative study group that examined the structure and responsibilities of the office, collaborating across agencies and stakeholders to shape and advance S.B. 43 through the legislative process. Her experience in a range of public service roles positions her well to lead the office and advocate for Utah’s trust beneficiaries,” Richard Ellis, Chair of the Land Trusts Protection and Advocacy Committee, said.

Prior to joining the Advocacy Office, Mumford served two terms on the Davis School District Board, where she held leadership roles in audit, governance, and accountability. Her broader experience in public service, policy, and administration has further prepared her to lead the office and advocate for Utah’s trust beneficiaries.

Thanks to our strong team and partnerships, the office is positioned to be a positive force in the Trust’s continued success.”

Mumford succeeds Kim Christy, who has retired after decades of service to Utah’s Trust Lands System, including the past three years as director of the Advocacy Office.

“Kim’s leadership strengthened the Advocacy Office and reinforced the integrity of Utah’s Trust Lands System,” Treasurer Oaks said. “He brought deep institutional knowledge and a principled, fiduciary-focused approach to complex issues. His work elevated the role of the office and strengthened confidence in the Trust’s long-term stewardship. I am grateful for his service and lasting contributions.”

Mumford will assume her new role immediately.
