The Office of the Utah State Auditor released its Report on the Memorandum of Understanding between the Utah Schools for the Deaf and Blind and the Sound Beginnings Program at Utah State University.
The Office reviewed invoices, disbursement and internal controls, and certain requirements of the MOU during the time period of July 1, 2014 through March 31, 2015. SB and the new administration at USDB interpreted certain clauses of the MOU differently due to the vagueness in the MOU. The Office noted weaknesses in the MOU and issues related to both parties. The Office provided several recommendations for both USDB and SB to provide corrective action and to resolve outstanding concerns.
